The Role Of Needs In Alleviating Poverty In Nigeria

ABSTRACT
This study focused on the problems of alleviation on Nigeria Economy. Investigation was made into the apparent and obvious conflicts between the NEEDS and other Developing strategy. The descriptive research method is adopted in this study . there was sampling method applied in this study, because the researcher conducted a study on his entire population because of its size. Instrument used for collection of data were structured questionnaire and unstructured interview. The validity of the instrument were tested through a pilot study while the reliability ascertained comparing responses from pilot study and structured questionnaire. Statistical tools used in data analyses are: frequency tables, percentages, in testing the formulated hypothesis, the Chi-square (X2) was used. Accordingly appropriate recommendations were advanced which would enable the line and staff co-exist in organization with conflicts reduced to the barest minimum. Management should ensure that poverty should be reduce ambiguity or conflicts in the performance of operation. Leadership should bring out integrated efforts in all cases.
CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
National Economic Empowerment and Development Strategy (NEEDS) is described as a Nigeria’s plan for prosperity, popularly christened a “Home grown programme” by the former president of Nigeria Chief Aremu Olusegun Obasanjo. It is a four years medium term plan for the period of 2003 to 2007. NEEDS is a federal government plan which also expects the state and local government to have the counterpart plan i.e. State Economic Empowerment and Development Strategy (SEEDS) and Local Economic Empowerment and Development Strategy(IEEDS) respectively.
NEEDS as a plan contains all the envisaged policies and programme of the federal government. It is not only a macro economic plan document, but also a compressive vision, goals and principles of a “New Nigeria” through re-enacting core Nigeria value like respect for elders, honesty, accountability, corporation, industry, discipline, self confidence and moral coverage. NEEDS significantly want to eradicate poverty and promote staff reliance entrepreneurship innovation and rewards hard work. The programme NEEDS looked forward to build a truely great African democratic country, politically, united, integrated and stable economically prosperous. Socially organized with equal opportunity for all and responsibility from all to become the catalyst of (African) renaissance.
1.2 Statement of the Problem
The National Economic Empowerment and Development Strategy (NEEDS) came to take over from the former structural adjustment programmes (SAP)which was introduced under the Babangida’s administration in 1986. The National Economic Empowerment and Development Strategy (NEEDS) intended to correct the negative impacts of the SAP on the country’s economic growth, which has led to an unprecedented social dislocation. The mono-cultural economy practiced by Nigeria (producing oil) depressed other sectors of the economy, as economy now depends on oil as its major engine of growth and source of government revenue. On this note I intended to critically investigate the performance of NEEDS an its contributions to the growth of the nation’s economy.
1.3 Objectives of the Study
The general objective of this study is to find out the role of NEEDS in alleviating poverty in Nigeria. However, the specific objectives includes;
- To find out if NEEDS provided improved seddling and crop varieties to farmers.
- To find out if NEEDS supported the small and medium scale enterprise to create job opportunity.
- To find out how NEEDS implemented integrated rural development program to reduce the flow of migration from rural to urban areas.
- To find out if NEEDS fought the scourge of HIV/AIDS
1.4 Significance of the Study
The study of National Economic Empowerment and Development Strategy (NEEDS) in Nigeria will be very useful to policy makers, politicians, scholars, students and researchers.
The work will also be beneficial to the rural poor in a special way here, it findings help to enlighten the poor masses of the rural areas on the efforts and programmes of government at all alleviating their development problems.
1.5 Scope of the Study
Needed data were not easy to come by, it required going to some offices to get already existing documents as it relates to the topic. Also, it requires contracting from them through questionnaires most time application from data were misconceived from the motives for application for it. Hence, it is very difficult to get the needed data. Another major constraints is time, as the work is to be done with a stipulated time frame. Finance is also not easy to come by.
1.6 Research Questions
The specific questions the research seek to ask in the study includes;
- Did NEEDS actually improve seddling and crop varieties to farmers.
- Did NEEDS help the small and medium scale enterprise to create job opportunities
- Did NEEDS really reduce the flow of migration from rural to urban areas.
- Did NEEDS fight the scourge of HIV/AIDS
1.7 Hypothesis of the Study
Hypothesis 1
Ho: NEEDS did not provide improved seddling and crop varieties to farmers.
H1: NEEDS provided improved seddling and crop varieties to farmers.
Hypothesis 2
Ho: NEEDS did not help in creating job opportunities
H1: NEEDS created job opportunities
Hypothesis 3
Ho: NEEDS did not reduce the flow of migration from rural to urban areas.
H1: NEEDS really reduced the flow of migration from rural to urban areas.
Hypothesis 4
Ho: NEEDS did not reduce HIV/AIDS
H1: NEEDS reduced HIV/AIDS
1.8 Definition of Terms
In this study, the terms used is not that much, but, I will define them accordingly;
National: Relating to a nation as an independent political unit, owned, preserved, or maintained by the federal government.
Economy: It is the state of a country in terms of production and consumption of goods and services.
Empowerment: It refers to measures designed to increase the degree of self determination in people and communities in order to enable them to represent their interest in a responsible and self determined way.
Development: It is the process of economic and social transformation that is based on complex cultural and environmental factors or it can be said to be a gradual growth or formation of something.
Strategy: A method or plan chosen to bring about a desired future such as achievement of a goal or solution to a problem.
Role: It is the function or position that somebody has or is expected to have in an organization. It is the degree at which somebody or something is involved in a situation or an activity and the effect that they have on it.
Poverty Alleviation: It is the strategies used in enhancing a better standard of living and the well being of humanity.
1.9 Organization of the Study
This study is divided into five (5) chapters. The first chapter deals with the introduction while the second chapter will concern itself with the literature review. Method of the study as in research methodology will occupy chapter three. After that, method of data collection and presentation will be treated in chapter four (4). And lastly, summary of findings, conclusion and recommendations will be done in chapter five (5).
